Hastert has always been an important part of the Delay "machine" (as we say in Chicago. Except here it's the Daley machine.)

Birkett is trying to capture some Democratic ideological territory by proposing taking money from public school administration and putting it into teaching. Blagojevich has worked to reduce administrtive overhead himself, so we'll see how that matches up.
